About me
Enid Osborne has been working in substance use prevention, treatment, and recovery for over 35 years. As a recent retiree from the Substance Abuse & Mental Health Services Administration (SAMHSA), she served for 15 years as a Public Health Advisor monitoring recovery and treatment grants advising in program planning and providing
technical assistance. Previously, she directed SAMHSA grants from state, tribal, and non-profit organizations. As a person in long-term recovery, Enid is active in promoting and supporting individual, family, and community recovery efforts. Thanks to her association with Dr. David Best and his wife Jessica, she has been instrumental in originating the creation of the City of Richmond becoming the first Inclusive Recovery City in the US.
